Abaddon This one is imho the only ship that has the right bonuses. They perfectly fit with Amarr battle tactics and provide great combat performance. The rather tight capacitor can be stabilized with a internal or external cap booster.
Rhok Considering it's meant to be a sniper ship, it has little use of the tank bonus really. Considering the lackluster damage output it could use a bonus in that area better than the tank, either through a damage or RoF bonus.
But maybe something more exotic could be equally useful, like a scan resolution bonus to get the first volley out in a sniper battle, which might give the Rhok enough of an edge to surpass the Armageddon as the best sniper battleship.
Hyperion While th tank bonus may fit to Gallente design and is nice for PvE scenarios it is not as useful in PvP fleet battles, where a buffer tank and external repairers are preferred. A armor amount bonus would be more useful in that case.
But maybe just make it a full blaster platform by maximizing the raw DPS with a RoF bonus. Such a bonus would be useful for both PvE and PvP. Sure, in fleets it'll most likely require external tracking links and tackling to properly apply the full DPS but a group of Hyperions could eat Dreadnaughts with the sheer DPS they'd spew out.
Maelstrom Granted, the Maelstrom is suffering from the performance of large projectile turrets. Artillery has not enough range and with the hitpoint buff the alpha damage was reduced in significance. For PvE it either has not enough tracking or range to bring reliably performance though the tank bonus is great for those occasions.
Maybe giving it a damage bonus instead of a RoF bonus would increase the significance of a eight artillery alpha striker. And maybe removing the tank bonus for a 10% (or even 15%) falloff bonus to increase performance of both artillery and autocannons may make it more viable in fleet battles instead of having it stuck with a bonus that is of the most use in PvE only. Also it'll be viable to either armor or shield tank it as it'll no longer throw away a ship bonus when armor tanking, increasing its versatility.
So, those are my ideas, now what are yours to make tier 3 battleships more diverse, more viable and more in line with the racial theme? 
Amarr- Agreed, don't touch my 'baddon!
Rokh - think you mean Apoc for best sniper but the Rokh doesn't necessarily have to be a sniper. Yeah it gets a range bonus but the bonus is to hybrids, not rails exclusively. I know a lot of crazy Blasterokh pilots who kill gank Megathrons because of the sick tank the Rokh can put out. The resist bonus is also one racially unique to the Amarr/Caldari and follows a lot of their ships (carriers, cruisers, BCs, etc.) and is one a lot of people like.
Hyperion - the Megathron is already the DPS boat of the family. It's sole purpose is for melting face. If the Hyperion were to become a better face melter, the Mega would lose a lot of its identity. I quite like the active tank bonus, as you say it's not quite as good for RR gangs but it is fantastic for solo work and outpreforms the Electron Mega (and rivals the epic Vindicator with an enormously smaller price tag) for dual rep set-ups.
Maelstrom - Basically the same as the Hype. My mission running alt flies a Mael and while the DPS can be subpar, the tank is absolutely superb.
